Solicitation Number 19TC1023R0001 – LES Health Insurance Services, U.S. Embassy, Abu Dhabi
The Embassy of the United States of America invites you to submit a proposal for locally employed staff health insurance coverage for the U.S. Embassy employees and their dependents, located in Abu Dhabi. The Embassy encourages prospective offerors to offer off-the-shelf plans that meet at least the minimum benefit levels required in this solicitation.
The Embassy intends to conduct a pre-proposal conference, and all prospective offerors are invited to attend. See Section L of the attached Request for Proposals (RFP). The pre-proposal conference is scheduled for August 10, 2023 at 10:30 AM at the U.S. Consulate at Bur Dubai, Dubai. Offerors interested in attending the conference should register the names of the participants by 05:00 PM, UAE time, August 8, 2023, by email address at DubaiGSOProcurement@state.gov with a copy to KoshyBK@state.gov . The following details will be required.
Note: The admission to the pre-proposal conference is limited to only two attendees per company.

Since this solicitation allows for electronic proposals, please submit your proposal to the following email address AbudhabiContracts@state.gov with a copy to JohnJM@state.gov on or before 04.00 PM, local time (UAE) on September 05, 2023. No proposal will be accepted after this deadline. Please note that you are not to mail, fax or submit your proposals via courier.
In the subject line of your email, please add the Request for Proposal (RFP) number. Please ensure that your email does not exceed 10MB and you may submit more than one email to transmit your entire proposals. (Please mark your emails as 1 of 5, 2 of 5 pages and so on.)
In order for a proposal to be considered, you must also complete and submit the following:
- SF-33
- Section B, Pricing Schedule;
- Section B, Retention Amounts in B.3 and B.7;
- Section K, Representations and Certifications; and
- Additional information as required in Section L.

Please note Proposals that contain less than the minimum reimbursement levels or do not provide all benefit categories may be deemed technically unacceptable.

We encourage proposals to contain more than the minimum levels as mentioned in the solicitation Section C to become more competitive and better match USG requirements.
The successful offeror shall be registered in the SAM (System for Award Management) database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207. Therefore, prospective offerors are encouraged to register prior to the submittal of their proposal. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
