U.S. Liaison Office (USLO)

The primary mission of the U.S. Liaison Office (USLO) is to serve as the Security Assistance Organization (SAO) responsible for administering and supervising the U.S. Foreign Military Sales (FMS) Program in the UAE. In the course of its duties, USLO maintains liaison between Department of Defense (DoD) Agencies, the American Embassy Abu Dhabi, and the United Arab Emirates Armed Forces.

USLO’s goals are to provide a Department of Defense interface with the United Arab Emirates with the objective of providing information, equipment, and assistance to the host nation to further U.S. relations with a key ally. In order to accomplish these goals USLO seeks to: conduct successful engagements with the host nation; strengthen coalition ties and improve interoperability; support overseas contingency operations; and assist in facilitating a positive US presence in the country.

USLO performs numerous SAO functions to include equipment and services case management; training management; program monitoring; evaluation and planning of UAE military capabilities and requirements; administration; and promoting standardization and interoperability between the U.S. and UAE Armed Forces.

USLO also provides functions exclusive of advisory and training assistance. USLO works closely with the Foreign Commercial Service to support the commercial sale of defense equipment. USLO also oversees the activities of  multiple attached DoD elements to include the F-16 Etended Traning Service Specialist team; the HIMARS Training Assistance Field Team (TAFT); the Defense Language Institute Language Training Detachment; the Patriot Field Team; the Aviation and Missile Command (AMCOM) Field Office, and the Apache TAFT.

USLO supports the Senior Defense Officer/Defense Attaché (SDO/DATT) in the role of the U.S. Defense Representative, the Chief of Mission’s single point of contact for coordinating administrative and security requirements for all DoD elements in the UAE. The USLO also supports the SDO/DATT in the role of U.S. Central Command’s Country Representative responsible for implementing and executing the Commander-in-Chief’s Theater Engagement Plan, coordinating bilateral and multilateral operational plans and coalition contingency operations.
